i dunno much about politics but tessa was sleeping with 4 dudes?

No she wasn't! That was the whole point of this part of the plot. Everyone was gossiping about her and being quite nasty because she didn't fit the diplomat's wife's role, but she was totally in love with her husband and totally faithfull! She even says "I made a promise I can never keep" just to blackmail the guy with the letter she wants when she tricks him into 'showing/her stealing' the letter.

i dont get it. so did she sleep with her boss?

She did not, she lied to Sandy to get her hands on that letter. She knew by telling him that she would sleep with him, he'd trust her to read the letter and let it be. Instead she took it, and flew away, and then got killed. It's all in the movie, you just need to pay a little more attention
