shareI'm pretty sure it was a hitman. I find it pretty unlikely that Ralph actually shot himself, considering the emotional change he's been through.

Considering that at the funeral Tess's brother stated that Justin was shot eight times, from three different guns, none of which was the gun Justin had in his possession, it's a pretty safe assumption that he did not commit suicide.
But what made no sense was why Sir Bernard Pellegrin in his speech suggested to people that Justin killed himself? If even Tessa's cousin (not brother) - who was nowhere near the scene - knew that he was in fact shot by assassins, then other people must have known too.
Btw, the assassin was really very polite in addressing Justin as "Mr. Quayle" before shooting him. That showed clearly the advantage of an English education.
Not to mention, the scene clearly showed Justin unloading and decarding the ammo clip on his gun. He had no means of killing himself.
shareI think this means that there was a cover up and the cover up told everyone that he killed himself. At this i guess the brother did some investigating? maybe found the body himself? possible answer to your question but also possible plot hole

I think the hitman was "Crick" (Nick Reding's character), he was the guy who did all the dirty work. He was present with Kenneth Curtis as his bodyguard in the golf scene, and when Curtiss later approached Justin to show him where Wanza Kilulu's body was dumped, and Justin initially refused to get into the car, he said "come on Justin, if I wanted you dead I would have brought Crick". Then later Dr. Lorbeer (Pete Postlethwaite) tells Justin that he told Crick about Tessa's whereabouts, so it was probably also Crick who killed Tessa. Furthermore, in a short series of flashbacks we see Crick move dead bodies from the place where Wanza Kilulu was dumped, onto a truck; probably to remove evidence of the effects of Dypraxa.
