She is the center of the plot, one in which has many undertones and things to consider. Her (basically the summarized embodiment of humanitarianism or the epitomic representation for social activists) actions are essentially the cause for determining the motives of nearly every other character in the film.
As you ask for a percentage: She is probably in about 70% of the scenes and mentioned or alluded to in another 25%.

Not at all. I had heard that she was onscreen about the same amount of time that Judi Dench is onscreen in Shakespeare in Love and was curious since I have not seen this film.Thank you for your reply.

Dench was apparently in Shakespeare in Love for 8 minutes. I would imagine Weisz was in TCG rather longer than that - it felt like roughly a 1/4 of it to me, maybe a bit more - but nowhere near 70% of the time as the PP claimed. In the book, the Tessa character is a much bigger part, a leading character. In the movie they whittled it down to a fairly ordinary and simple supporting role.
