The dimensional scene was at the school where Rose and Sean Bean are in the same location but cannot see each other. That's the primary illustration that Silent Hill exists in a different world. Later, the drive home at the end reveals that it not just the town but an entire universe where Dark Alessa resides.
The characters enter grey Silent Hill world then they never leave and don't have a real life. So I say that makes it the afterlife of the film. But the "official canon" says it is merely an alternate dimension that happens to symbolize the afterlife.
That doesn't make sense because that scene was outside of Silent Hill.

Only in that brief scene under the tree. Silent Hill for the most part follows the rules of a Greek Tragedy, the "high" is only in the first act to set up the fall.
