I know I must have missed the back story in the film but I would appreciate it if someone could explain what happened to the first team and where and why Concussion was stuck where he was and he didn't age.

America put the "fun" back into "Fundamentalism".
What I got was the military were trying to make the teams powers even greater so they pumped them full of Gamma 13 (radio active) rays. Zoom got faster but Concusion went over to the "dark side."
Maybe he was mad at the military but I gathered he killed everyone on the old team. Zoom and the doctor (Chevy Chase) used a vortex hoping to cure him but something went wrong and he stayed in there for 30 years. Concusion found a way to get out and was coming back. 30 years later Zoom was able to use the vortex to save Concusion and now they are one happy team/family.
