I mean these superheros aren't bulletproof. A couple of Delta snipers and **poof** pink mist no more problem. End of movie.

Have you seen the scene in X-MEN where the police try to shoot Magneto? Well I imagine Concussion could do pretty much the same thing. I mean, if he can knock over professional army guys with just a shock wave, itty-bitty bullets are gonna be the least of his worries.
(Not that we'd want another knock-off in the movie. I'm just saying...the effect would be similar, that's all.... Mind you, I don't think he could actually levitate guns so that they point back at the soilders however. He's not that precise. Just blast everything the hell away from him.)

The Truth is a lie in the making.
Because Concussion was not the real point of the movie or the enemy. It was the Military that created Concussion and was willing to do the same with the Gamma radiation with the new kids. This way the heroes stop Concussion and bring him back and stop the military from making another mistake.
