Why was Aslaska the enemy?

Ive been looking on here and on Wiki for this answer and both are not covered. Any idea why the friendly Alaskan base were the bad guys? Russians with american accents?

Alaska itself wasn't the enemy. The corrupt Captain was working with others and they had access to the base in Alaska.

They were Americans who worked for a private military contractor that was trying to cover-up their crooked activities.
