I wondered the same thing. I think he's just a red herring - a character who is thrown into a movie to throw you off or confuse you.

The neighbor, realtor and cop made me cringe when they made comments about how cute Emily was, and how fortunate Dave was to have a beautiful daughter. I would have thought that the neighbor should have said a "healthy" or "lively" daughter. More red herrings, huh?

This generation of parents is a little paranoid due to all the abductions that have been televised over the last 20 years. And yes it has gotten worse.

LOL You are right. However, it is not only what they say, it is the WAY they say "She is beautiful". It's easy to notice a strange look in their eyes while saying those words. Even the female neighbor has a strange look. Obviously, it was a red herring to throw the viewer off and make us think Charly was one of them.
