Black suv outside bank

Anyone understand why the black suv with the agents, that pulled near the entrance of the bank to detain Sean's character was there? I mean each time they went back in time and the robbers stormed out, they were not there.

Perhaps in the other timelines, they saw the robbers storming out of the van, and so held off to see what was going on...
