I would not put Skyfall or Casino Royale in the top 2. CR is good, but still not as good as FRWL or some of the other Connery flicks. I would rank OHMSS much higher, and Spectre lower.

Not even close. While far and away, the best of the (way too long) Craig era, I found certain elements to be rather lacking upon later re-watches. The sudden & rushed romance between Bond and Vesper in the third act being a stand out example
