In the scène where Melinda's parents are talking to her about her report card and how her bad grades aren't going to look good on her college applications, her mom says, "I had to go to state." What does that mean?

Most likely she meant that she had to go to Community College, or maybe she went to a State University afterwards and wasn't able to go away for school due to poor grades.
