Maybe the troubled relationship between his parents makes him uncomfortable about entering a potential relationship himself. Or maybe he was simply shy.
In any case, I think he was more interested in seeing his mom and "dad" dance. And that could only happen if he went through with the bet.
In the deleted scenes on the DVD the dance between Lizzie and The Stranger goes on for longer and becomes briefly slow-mo black and white. The director says she did not want to lose that scene but was overruled. So I'm guessing it was the intention that Frankie observed this scene and drifted off in happy distraction and the Catriona was always fated to be disappointed.
