What did Silvia actually hear? (Spoiler)

I understand from the ending that the African president Zuwanie planned a failed assassination attempt to generate people's sympathy for him. But what was the point of having a hoax in their plan that involved Silvia? Also, who were the people she heard talking that night? Did they deliberately want her to overhear what they said, and why?

Also, on the day of assassination, how did Silvia know that the president would be taken to that room for protection? I mean had there been no assassination attempt, then Silvia would have hided in that room overnight for nothing.

those who were *doing* the assasination did not know that it was never truly supposed to happen. they thought that they really were being hired to call the president, so the conversation that silvia heard was authentic and she was NOT supposed to hear it.
