I suppose its what a lot of movies do to save Money..... no point dragging half the cast to Amsterdam to film one scene that lasts barely 5 seconds.... same somewhat with Naples....I think they are being a tad unfair with the Moscow car chase, as it is clear that a large chunk of that is filmed in Moscow (just the scene with the old woman and the tunnel chase are not).
Fact they went to Moscow to film a large part of the movie is impressive as most movies usually take the cheap option and film in Prague, Helsinki (which for years made a living as standing in for Moscow), Budapest or Sofia.
They kind of take the cheap option in Ultimatum with Berlin standing in for Moscow, but again, for a scene that lasts only a few minutes, there is no point wasting time and money going to Moscow.
