Why do good mentally stimulating movies garner a less than 7 rating while moronic sci-fi and action movies receive a greater than 8 rating.

Because it takes actual brain power i.e. "Work". Which personally I find very enjoyable, unfortunately though it seems to be a fast fading thing.
