Did they set the movie in the year 2000 just so they could make the lame Enron reference at the end of the film?

Not quite. One of the reasons why the characters (and people in real life) got in this mess was because they took everything for granted. In DICK's mind, getting a new job was a piece of cake and getting a "lesser" job wasn't even a possibility. Why? Because there were no precedents.
