Why the constant use of each character’s first and last name?

Each of the characters are always referring to each other by their full names. Brooke Davis, Payton Sawyer, Lucas Scott, etc. Was this intentional, I assume? Otherwise, I can’t imagine the writers doing this and not realizing that it happens I just about every episode, sometimes on multiple occasions. Just something I noticed.

Because they thought it made them seem quirky. Or like they knew so many people with that first name they had to clarify. Or they thought it conveyed closeness. Some weird teen reason, take your pick

Once you start something like that in the writing I'd say they are just trying to be consistent in how the characters talked to one another.
