shareWith Season 4, I can understand your question.
Seasons 1 - 3 though, were really well done. Arrested Development gained a huge following, even in the after years once it was cancelled.
One other thing to note, there are probably less votes for Arrested Development than there are for Friends, so you're going to get a broader range with Friends.
Arrested development didn't go on for 9 seasons for one thing. I like Friends but the show got pretty weak in later seasons. with AD in it's first run there's just 3 seasons that are solid and had people desperately wanting more.

I know Friends has a large and loyal fanbase. It has a likable cast and occasionally amusing writing. But it looks like something from the prehistoric era when contrasted with Arrested Development. Indeed, AD has spoiled me so much I can rarely tolerate the "three jokes per page" style of sitcom now where characters come out and say their one liners and every situation is neatly resolved by the end. Highly popular shows like Friends or Big Bang Theory look so UNSOPHISTICATED next to the comic flights of fancy AD achieved, with its multilayered humor, visual and verbal puns, and one of the best casts ever seen in an American sitcom. This is all highly subjective, of course, but there is a reason that for many of us who discovered AD about a decade ago, it is something of a RELIGION.

Arrested Development has ruined me for the traditional sit-com forever, not that I ever enjoyed them all that much to begin with (except for Cheers, I always liked Cheers for some reason). Most of my favourite comedies have always been nontraditional (Red Dwarf, Monty Python, Kids in the Hall, The Office, Arrested Development, Bored to Death, etc).

shareI guess its a fair question considering that the IMDB ratings are voted on by people, and not necessarily critics. My guess is that there are a few factors:
1: The people who vote on IMDB have a higher brow of interest in shows and movies than the general population.
2: When people vote they favor the high brow even they might watch or give patronage to the lower brow TV show or movie (keep in mind, there's a "guilty pleasure" factor, where you can watch something and still know its not necessarily Emmy worthy).
3: AD has aged better.
I didn't really watch Friends, but I enjoyed the few episodes I saw. I think that AD is brilliant though, and I wish more people appreciated its style.
Never really liked Friends much, perhaps due to the laughtrack and the jokes not being as good as in AD. Even now, there's a good chance of always finding some hidden gem regardless of the infinite times I've seen it before.
shareIt's quite a bit better. First of all, no laugh track. Second: Portia. Third, AD is funny, Friends is not. The only good thing on Friends is Courtney Cox.
