According to the "official report" ancillary website to this movie (which I recommend checking out if you've seen the movie. It capture the tone of official internet sources about the CHS massacre from that time period perfectly and has a very chilling feel about it. It's been taken down but you can find it through internet archive) the Zero Day massacre took place in a fictional county in Connecticut.

Do you have the URL? I'd be very interested to read that site. I tried Googling it but didn't find anything.

For the exterior of the school, they used New Milford High School which is also in Connecticut. My mom owns a small business that was across the street from that school for a short time, and every time I drove by I thought "Why the f does that school look so familiar??"
