If you have to win the regional to enter the tournament they would have to have played each other to go to Vegas and only one would advance. Considering they are across the street from each other in the same region.

The movie plot is intentionally absurd and unrealistic.
The film is just a pure comedy, nothing is supposed to make specific sense I don't think.
