Maybe it's because I'm watching it in 2011 but weren't their clothes extremely ugly and/or trashy? I mean even their hair looked bad and messy. Was it supposed to be funny?

They dress like white trash, because that's what they are.
The way they dressed reflected the time. Especially in the first two seasons. That kind of style was popular amongst 20 year olds around then, in the early 2000s, as tacky as it was. Nicole's style got better as the seasons went on though, because she got a stylist and her fashion/dress sense evolved/matured.

Honestly, that was what was in at the time. I was in 8th grade when this aired and girls my age through college were trying to do that, maybe less provocative for the younger ones but that was in. Even their different colored ratty hair extensions were in. Like it was cool to have those ridiculously long extensions that didn't look perfect. It was "trashy chic".
