I thought only God could had the power to let people into Heaven.
I guess the assumption at least in this film is if Lucifer releases a soul from Hell, then that soul has nowhere to go but Heaven?

My thinking is that Lucifer had a "right" to her soul because of her mortal sin, but could choose to let her go. Constantine comments on the endless rules and regulations and that they hardly make sense. But there is always a way, always a loophole, and always a catch :)
