How could they have NO suspects?

I do realize this is from the late 80s to the very early 90s and DNA testing was rare to get their hands on, but they interviewed over 3,000 suspects with several hundred thousand law enforcement officers all over South Korean and they could not even get close to this guy?

Makes me think about all the serial killers today who get away with what they do...I wonder what the real killer is doing right now? There's no way he could have just stopped killing, serial killers are not like that from what I know

Even with competent detectives it's incredibly hard to solve murders with no witnesses, and especially if there isn't much hard evidence to go by. Forensics technology can only get you so far. I have no idea how they got those 3000 suspects. The police probably picked up all the random guys in the area that had any kind of criminal record.

Who knows, maybe they had the real killer in for questioning. Maybe the guy just didn't say anything.
