I think the semen actually belongs to the guy who masturbated infront of a bikini and panties which the real killer (the guy they in the train tracks) was lucky that it was used as a decoy.

Thats why the dna didn't matched the killers.

But then you would have to think that he saw the dead girl, masturbated over her and just went away.
