What is written on the post/scarecrow thing?

at about 14 minutes in there's a scarecrow type thing on the side of the road with writing on it. The camera zooms in and holds on the writing, so I assume it's important, but my copy doesn't provide subtitles here. Can anyone tell me what it says?

Basically it says, according to the subtitles, "Turn yourself in or you will rot and die" or something similar to that.

No other offense has ever been visited with such severe penalties as seeking to help the oppressed.
