Since the DNA fingerprint of the suspect hyun kyu park does not correspond exactly to that semen sample found in the victim's body, it cannot be said conclusively that the suspect is the murderer. Specimen from e-1 to e-5 are returned herewith.

I got a chance to rewatch this film and read some of the posts here. It bothered me when I read some posters who said the semen was not his. I'm not sure how they're coming to this conclusion when even the FBI could not conclude this. Nothing in the letter said that it was 100% one way or the other. It was just inconclusive.
I'm not sure if this changes the ending (for those who strongly believe it's not his). Personally, I think this makes the climax stronger. The detective is so damn sure it's him, and they've been waiting weeks for the final proof. After the the last murder and the fact that he could have prevented it, this letter broke his spirit. I can feel his frustration as he reads the letter and the moments after it.
