Seems to have been a mildly Autistic guy with a plastic surgery addiction. I don't think he was particularly malicious.
I used to think he was a criminal but after watch the documentary the read I get was he was far too naive. He really was childlike.
Apparently one of the children was able to accurately describe his vitiligo skin pattern on his genitals and that children's finger prints were found on some pornographic magazines he had. He most definitely was inappropriate with children.
