Those sheriffs and deputies don't go on patrol

The scene when Chris went to the station to file charges, it seems all the sheriff and deputies were there. No one was out patrolling. It seems a very small town like that would have that many cops. But when Chris busted up the casino, they all came a flying. So there are times when they are all at the stations.

You can probably get away with just having one or two patrol cars for a town like that.

they went from 20+ cops in the town to 2, i m sure they will get more later

Without the casino, maybe 2 cops, BUT with casinos, bring more crime so 20 cops added on.
