Technically, it is up to the laws of the jurisdiction they are seeking to represent. Also, keep in mind that Americans vote for Sheriffs. Not much chance people will vote for you with no experience and/or training. However, there are still some places, especially small communities, where anybody can run for Sheriff.
In the case of the movie, I think we're expected to accept Chris's Army training and experience as acceptable training. They're not. Administrative and Investigative training is more important to a good sheriff than combat training.
Not entirely true. The standards for County Sheriffs vary and are usually set by the county board or whatever governing body is pertinent (plus whatever that state has on the books). In many places, candidates for Sheriff do not have many guidelines for getting elected, except for no felony criminal record and and forbidding other types of moral turpitude.
Candidates without previous experience do get elected. There's a neighboring county near where I live where a candidate was elected who had just previously held a county board position. He had never worked in the criminal justice system. And, depending on what the union situation is, they can fire people at will in many instances. As far as the deputies go, those guys go through some form of certified academy almost like any other policeman.
