... or was Shaun Evans just bloody horrible! His acting (not even going into the accent) was just painful!

No, I also did not "get" the accent.
The acting was just "eh".
I dunno. He fooled me - I thought he was actually an American and usually i can spot a Brit pretending to be an American, but didn't have an clue from his accent this guy was a Brit. In fact, I actually thought, "Oh, they got an American to play an American for a change!"
"And before we go any further, who the hell orders pizza under the name of Torchwood?"
