technically well-made, but emotionally very un-satisfying. Same goes for anime. Why is that? Is that only for Western audiences?
Yeah, I felt that too. It's probably just a cultural difference really.

Nah, I think it was just a crap film for everyone, specially it did not have many cultural references you would not be able to understand.
It is rather a problem with mixing too many genres that dont add up too well, you dont know if you should laugh or cry or feel sorry. Like the scene when Kaneshiro talks about his dead friend cut up and sold as organs on the black market, which is followed by a parody type scene with Mizoguchi.
And it did feel like a Matrix/ET rip off way too often.
