How did Lau happen to end up alone with Sam in the parking garage?

I'm guessing Sam's other mole (can't remember his name) followed Lau to his rooftop meeting with Yan. Why would he be following him at all?

How did Yan get a recording of Lau & Sam speaking? Presumably, he didn't get it prior to Sam's death or Yan would've used it earlier to uncover the mole. But how'd he get it?

The other mole said he erased Sam's tapes. When were these tapes made, who made them and how would he even have access to them? Why weren't these tapes used before to uncover the mole? How does erasing these tapes protect Lau? Yan said there were more recordings probably left with the psychiatrist.

On the rooftop, Yan told the other mole that the police were on their way. Yan must've called them before the meeting planning to have Lau arrested & turn over the recordings. So why doesn't Lau get arrested? The alternate ending on the DVD while more bleak is the more logical ending.
