no.
after the police found him dead, they leaked a fake story to the press claiming that he was a cop, so that sam would think he found the cop and ease up.
also, a few pieces of dialog (and mannerisms) inferred that sam had a lot of confidence in keung, and found the report dubious.
not to mention the fact that he chose to drive away with yan and die, rather than get caught/treated/live.
I don't see any proof that the police's assertion that Keung was a cop was a lie. But at the same time, Yan was told that he was the only undercover cop who was in that deep, so maybe the news story was a coverup.

I think Keung didn't tell Sam About Yan because he believed that he was going to see a masseuse and didn't want him getting in trouble. Plus I don't think he would continue to warn Yan about spotting undercover cops as he's dieing if he was a cop.

No he wasn't a cop. As suggested above, the story in the media about him being a cop was probably leaked by the police, because we are told that it was discovered that Wang was running a mole in Sam's operations.
