Most PKD stories are light on narrative in my opinion; I suspect they're better known for their revolutionary ideas rather than skillful execution.

No, they're well known for the broad themes and human issues they dealt with. PKD wasn't an entertainer. He didn't mean to be John Woo or *beep* Spielberg, his stories were meant to illustrate a larger point, that's why they are well known.
