Far lesser 'borrowing' have been followed up by lawsuits, why didn't Koontz do so?

From what I get he found the movie disgusting. Not sure how since the first part is ripped off from his book. So I'm assuming it's the 2nd half? But from what I get out of it, the killer in the book was just as sick as the chick in here... So not sure why he didn't sue.
