How do the cenobites get chosen to be hell's soldiers?

The centobites are either users of the box or anyone that got in hells way. I get that. So why does Pinhead tell all the people that open the box that they are in for an eternity of hell when he just turns them into centobites to have a good time with the next victims? Do they just get to take a break from their eternal torture to do Pinheads bidding then have to go back to the rack? Pinhead doesn't have pockets, at least he doesn't appear to have pockets, so he must just remember who is up next. Maybe he has a clip board back in hell that tells him how is ready. The best, and most likely answer I believe is that he has one chain that hangs on to the list. When he needs a reminder it just shoots out then retracts. That would be sweet, but in all seriousness how is their time determined?

I think it all comes down to whether a person can thrive in Hell or not. Those who are overwhelmed by the pain (like Frank) are just tortured for all eternity, while those who come to truly understand and enjoy the pain (Elliot and Channard) become cenobites. I think everyone who goes to Hell stands a chance of eventually becoming cenobites, but they have to learn first, and even then, just like a student at a university, not all of them become professors.

I think you're right on that one. But that adds even more to my questions about how Julia became Queen of Hell or whatever, and gained power, but without becoming a cenobite.

Leviathan was never really consistent in whom he picked. Look at Dr Channard. The man pretty much cheated his way in, and got the ultimate promotion.

In the Scarlet Gospels, the last instalment written by Clive Barker so far, Pinhead and all cenobites are subordinate to Satan, but Satan has been missing for quite some time, so Pinhead tries to become Master of Hell deposing Satan, and wants a man to write his gospels. Pinhead had other "managers" in the
hierarchy who expel him to the outskirts of hell before he releases his "coup d'état".

When you have series with so many instalments, there are always going to be contradictions. I would only consider the first instalment. There, you become a tortured prisoner for eternity unless you show enough promise and talent to become a cenobite. And that's it. Those two teenage idiots who went to Tijuana and were on their way to becoming cenobites I wouldn't even consider.
