Isn't this just before he asks her for the cellar? Then it wouldn't be much of a riddle: He is quiet - as a person - but not quiet - because of the music.

Not quiet because he intends to be up to criminal activities, tunneling, explosions, etc.

I don't know if I agree, but I guess these are as good as explanations as any. I just thought he was trying to confuse the old lady and wasn't really referring to anything specific.
