I agree that Cheri didn't care about either Duffy or Aaron and only wanted to get money out of both of them. But I never thought that she called the cops on Duffy because she was surprised that he shot Buzzy or because it was the right thing to do.
Here's what I've always figured. When Cheri realized Aaron was dead, she thought she'd be held responsible for his death, so she decided to frame Duffy. Her story could then be that Duffy suspected she was cheating on him with Aaron, and in a jealous rage, he got in a fight with and killed Aaron (he just went crazy; nobody could've stopped him). At the time she came up with the story, she didn't know he was going to try to rob the store. But when she realized that he was and that he shot Buzzy, she suddenly had evidence (an event that actually happened) that she could use to make her story more plausible.
Now (thanks to him shooting Buzzy) her story for the cops could be: "I don't know what came over him. He was just acting crazy that night. First he robs the store and shoots Buzzy (a good friend of his), and then for some reason he thinks I'm cheating on him with Aaron, so he gets in a fight with him and ends up killing him. I just don't know what came over him that night." Of course, she leaves out her part in the whole thing, Duffy comes out looking even more guilty, and she gets away with it.
I figured that was her plan; it just didn't work out that way for her though.
