If you're anywhere near a big city in the U.S. you should be able to find a place that specializes in foreign videos that will have it. These places carry a combination of legitimate foreign market DVDs (often cheap or budget feeling though) and bootlegs. They'll all be subtitled in English and usually region free. Usually the quality is surprisingly good.

I'm in New York City, and there a tens of places around here, but you should be able to find a place near any big US city. Those little booths that people set up in the middle of malls are one good place to check for a vendor. At the ones I shop at, they've actually brought their prices down in the last year.

Another good place to check is in ethnic neighborhoods. For example, for Indian horror DVDs, I just head to one of the many "little Indias" in this area (there is one in Queens, one in Jersey City, etc.). They have video/CD stores that only sell items related to their culture.
