I am a huge Matrix fan and generally not too interested in anime but I thought I would give this a try. I just couldn't watch it for more than 20 mins. Maybe I didn't give it enough time but to me this just did not feel like the Matrix world.

When it came out, I thought it was astonishingly bad, and gave it a 5. Unlike you, I had great expectations.
I gave The Matrix 9, although subsequent Matrix movies got vastly lower scores from me.
