Why didn't Stiffler just tell Michelle's mom that it was dog poop he had just picked up so no one would step in it. It would've made him come off as "thoughtful". Instead, there was a ridiculous chocolate truffle scene.

They would have do as you described and the viewers would ask why they kept that scene, there is nothing funny there, and there is no need to make Stifler looking bright anywhere else in the movie. They would have also removed the scene where he sat waiting for the dog to deliver the ring. And the scene where he lost the ring in the first place. And probably the scene were he got the ring too (so Jim was then obliged to invite him to the wedding), or, having kept it, not having capitalized over the case. To me, that intricated chain of events makes Herz a genius and the overall story, one story (rather than sketches more or less well glued together).
