I never owned a Gamecube but my bro-in-law did and he said he had a game that makes his TV turn off and he says its not a glitch but the part of the game. I thought he was pulling my leg but it does make me wonder....so anyways, is this the game that does that? if so, is there a reason why the TV turns off?

The TV doesn't actually turn off, that'd be impossible for software to cause GameCube hardware to do that to a TV... too many variables, risks, etc.
What it does in game is make the screen go black and say "Video" in the corner, as if the GameCube had turned off.
The reason being because the game has what's called "sanity effects", the intensity and frequency of these effects happen if your character's sanity meter depletes. The effects are meant to affect you, the player, and in cases like this, it seems to work. I'd love to list examples, but honestly, they're much better if you play the game and see them for yourself ;)
The game is well worth it, it's one of those games that's near perfect in everything it attempts to do. From graphics, sounds, etc. to game play and story.
