Disagree. Carter Verone is the best villain. That's why we haven't seen him back yet...they're saving him for the last film.

Verone and Dante are the best villains,
Cipher had potential, but was sidelined in the ninth movie and turned good in the 10th,
The Shaws are now friends with Dom.
Braga was okay, now he's in the can
Hernan Reyes was a ruthless guy
DK Takashi was a menace
Johnny Tran, good villain, but generic
Didn't like Otto in F9
