Do you think Monica had any feelings toward Carter? I mean when Carter passionately kissed her at the club, she looked like she wanted him back. He was her boyfriend right?

No, I don't think she had any feelings for him. She was playing her part, she after all was undercover.

I wish the movie went more into their relationship, like how did they meet and how did she gain his trust?

She gained his trust by living with him for a year. As for how they met... well... we all know how she met Brian ;) She just happened to be there.
