I just finished Carnivale episode 1 and I was wondering what that chain around his ankle was and why it was removed by the carnies. I think they said something in the beginning, but I'm unable to rewatch it and was wondering whether it was explained in the first episode or if it's explained later. Thanks in advance.

According to Knauf, he was trying to get money for his mother at a bank and ended up getting into a tussle and shooting a guy. Or something like that. It's been a while since I heard it.
That's not really a spoiler if it was never mentioned in the actual show, is it?
shareI don't recall the specific offense either, but I recall a Most Wanted flyer being shown and it had Ben's likeness as an escapee/fugitive with a price on his head.
