Interesting observation. You'd think the villains would have a pretty strong hold on the world by the time the film takes place.

I used to wonder that myself. I don't know. Maybe the villains got bored with no real resistance. Or maybe they didn't want to get sued as well?
It would be cool if they wrote that into the sequel where maybe they were all collectively planning something big.
That would be interesting. Maybe the villains decided to operate behind the scenes, manipulating industries and governments. Now that the heroes return, someone uncovers these plots, bringing the villains back out into the light.

Wouldn't having the superheroes round be more likely to cause them to operate behind the scenes. If anything, banning superheroes should have allowed the villains to take over and then start a war with each other.

shareWhile it would make sense to have them, we actually never saw and true supervillains nor were any mentioned. The closest we had was Bomb Voyage, but there's no indication he had powers. In fact, there's no indication there were any Badass Normal heroes, either.
