Yes, the favelas are still run by gangs and violence is commonplace.

Have you seen The Wire? There is a line in the first season, where a cop mentions something like "the war against drugs", and the other replies: "this is not a war. Wars end." (paraphrasing).

Is the same thing here. The slums are an endless source of crime and violence.

I would say this has spread to most places of Western Europe by now (but now by Brazilians).
