I don't remember seeing inspector Lestrade in this movie DVD...

I believe he was the short chap who was talking to Holmes before he went to see Inspector Jones questioning Dr Chagas.

He told him something along the lines of how Dr Chagas was making everyone feel nervous on account of being a foreigner.

I don't think he was mentioned by name, though. However I see the guy listed on the credits as "Inspector Lestrade" so (providing the title is correct) it is safe to assume that's him.

No Lestrade in this one. I see that the Inspector was named Attley Jones in this story. I've never come across this character before.
