I had to go back and re-watch part of the episode to find the "HAL 9000" marking you mentioned.
The marking was:

9003
I did a little search engine research, and I believe it was simply a fuel-type label and a possible container volume or container I.D.
'HAL' fuel might have been ethyl alcohol fuel mixture. Ethyl alcohol is a fuel additive currently used in fuel to 'stretch' the amount of oil we use as fuel.
It may have been in the same way during WWII. I was unable to find proof that this did happen, but ethyl alcohol WAS used in various products during the war. It was used in everything from cooking supplies to rocket fuel.
