the money may have been spent on salaries, explosives, weapons, locations and so on. I paid good money for it, and I was entertained =)

no it has to do with production costs because it is an old-school type of an action movie because making an action movie from 70s to early 90s would cost that much in today's standards. So they didn't do much cgi effects in this film which is why it is that high because they wanted to make it realistic.

I think you guys might find that Franchise Pictures, the studio behind the pic, were NOTORIOUS for bloating their reported budgets. They were so good at making up/inflating the budgets that one of their principal investors took them to court for fraud. Ballistic's real budget was probably around the $40 million mark.
